PILOT REPORTED HIS TAXIING VISIBILITY WAS RESTRICTED BY BLOWING DUST AND ULTIMATELY, HE SHOULD HAVE SLOWED HIS TAXI SPEED IN CONSIDERATION OF THE DUST.
