## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

ON SEPTEMBER 14 2024 THE PILOT ATTEMPTED A TAKEOFF AT BWI RWY 15L. AFTER ROTATION AT APPROXIMATELY 200 FT THE ENGINE LOST POWER. THE PILOT WAS ABLE TO START THE ENGINE AGAIN FOR ONLY A COUPLE OF SECONDS BY PUMPING THE THROTTLE. WITHOUT POWER THE AIRCRAFT DESCENDED AND IMPACTED THE GROUND APPROXIMATELY 1,000 FT PAST THE END OF THE RUNWAY AND THEN BOUNCED. THE AIRCRAFT THEN IMPACTED BOLLARDS SURROUNDING AN ELECTRICAL PANEL FOR INSTRUMENT APPROACH EQUIPMENT.

ON SITE INVESTIGATION SHOWED SUBSTANTIAL DAMAGE TO THE RIGHT WING, AND THE FUEL TANK WAS RUPTURED, LEAKING ALL REMAINING FUEL. FUEL SAMPLES FROM THE 3 REMAINING TANKS WERE TAKEN AND NO CONTAMINATION WAS NOTED.

AN AIRCRAFT INSPECTION WAS CONDUCTED ON NOVEMBER 7, 2024, OF THE ENGINE, FUEL, AND IGNITION SYSTEMS. NO FAULTS WERE FOUND, HOWEVER, THE CARBURETOR WAS NOT REMOVED OR FULLY INSPECTED.
