## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

FLIGHT WAS FROM Y73 (STAMBAUGH, MI) TO EGV (EAGLE RIVER, WI)TO DELIVER THE AIRCRAFT FOR ANNUAL INSPECTION AT ^PRIVACY DATA OMITTED^ IN EAGLE RIVER WISCONSIN. AIRCRAFT IS CURRENTLY BASED AT Y73 WITH RUNWAY 17/35 BEING 40FT WIDE WITH NO SHOULDERS AND 2000FT LONG.

WEATHER & NOTAMS WERE BRIEFED, CALCULATED WEIGHT AND BALANCE, AND PILOT MADE A PERSONAL EVALUATION (IM SAFE) OF READINESS TO ACT THIS PIC FOR THE FLIGHT.

THERE IS NO AWOS AT Y73 BUT WEATHER WAS CHECKED BY REVIEWING CURRENT METARS AT EGV, RHI, LNL, AND IMT. ALSO CHECKED TAF AT RHI AND SAW AND MOS WEATHER FOR Y73.

OUTLOOK WAS VFR WITH GUSTING CROSSWINDS OUT OF THE WEST/SOUTHWEST AT DEPARTURE AND DESTINATION AIRPORT.

PILOT CALCULATED WEIGHT AND BALANCE AND DETERMINED THAT THE AIRCRAFT WOULD BE 104 POUNDS BELOW GROSS WEIGHT LIMIT OF 2500 LB. AND THE CG WITHIN LIMITS.

USING THE POH PILOT CALCULATED THE TAKEOFF DISTANCE REQUIRED TO BE 985FT. GIVEN CURRENT LOADING

AND WEATHER CONDITIONS. UPON ARRIVAL AT THE DEPARTURE AIRPORT (Y73) PILOT EVALUATED THE WINDS FROM THE MIDPOINT OF THE DEPARTURE RUNWAY. Y73 HAS A WIND SOCK BUT NO AWOS. THE RUNWAY WAS FAIR TO POOR ASPHALT, WET, AND CLEAR OF SNOW AND ICE. PILOT CONDUCTED A PREFLIGHT INSPECTION OF N34284, USING THE CHECKLIST FROM THE POH (PILOTS OPERATING HANDBOOK) PILOT STATED THERE IS NO AFM FOR THIS 1972 CESSNA CARDINAL. USABLE FUEL AND OIL QUANTITIES WERE MEASURED. FUEL QUALITY WAS EVALUATED.

PILOT FOUND THE AIRCRAFT TO BE AIRWORTHY AND CAPABLE OF MAKING THE PLANNED FLIGHT. UPON DEPARTURE THE AIRCRAFT DRIFTED TO ONE SIDE AND STRUCK THE LIGHTS WITH THE RH MAIN TIRE WHICH IT DEPARTED FROM THE WHEEL AND STRUCK THE STABILATOR CAUSING DAMAGE. THE PILOT DECIDED TO CONTINUE THE FLIGHT TO EGV AS IT HAS EMERGENCY PERSONEL AND EQUIPMENT IF THE LANDING WAS LESS THAN DESIRABLE. THE STABILATOR SUSTAINED SUBTANTAL DAMAGE AND NEEDED REPAIR.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

Probable cause: The airplane’s collision with runway lights during takeoff due to reduced airplane climb performance. Contributing to the accident was the shifting winds during takeoff which likely developed into a…
