## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

THE PILOT STATED HE PERFORMED HIS PREFLIGHT RUN UPS AND FAILED TO DEPLOY FLAPS. PER THE POH THE FLAP SELECTION SHOULD HAVE BEEN 20 DEGREES WITH FULL FUEL AND 4 PAX, ONCE ON THE RUNWAY THE PILOT STARTED HIS TAKEOFF AND AT 55 KNOTS HE ROTATED, AND THE AIRCRAFT WOULD NOT CLIMB AND REMAINED IN GROUND EFFECT. WHILE STILL IN GROUND EFFECT THE AIRCRAFT WAS MOVING LEFT OF CENTER AND STRUCK A TAXIWAY LIGHTED SIGN WITH THE LEFT GEAR. THE AIRCRAFT REMAINED IN GROUND EFFECT CONTINUING TO GO LEFT AND THE TAXI LIGHT FRAME DEPARTED THE LEFT GEAR AND STRUCK THE LEFT HORIZONTAL STABILIZER LEADING EDGE. THE PILOT LANDED THE AIRCRAFT IN A FIELD 2000 FEET LEFT OF THE RUNWAY.
