THE INDIVIDUAL IDENTIFIED AS PILOT IN COMMAND DOES NOT HAVE A PILOT CERTIFICATE. EIR WAS INITIATED. ALL ATTEMPTS TO CONTACT THE ^PRIVACY DATA OMITTED^ AND PILOT WERE UNSUCCESSFUL.

## The NTSB's investigation of this event (1)
