## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

COMPANY WAS FLIGHT TESTING MULTIPLE UAS COMPILING INFORMATION TO SUBMIT FOR CERTIFICATION IAW USC 44807 CMD PROCESS. A FLIGHT PLAN COMMAND WAS SUBMITTED TO TWO SEPARATE UAS AT THE SAME TIME, ONE WAS REGISTERED WITH THE TRAFFIC MANAGEMENT SOFTWARE AND THE OTHER WASN'T. BOTH RECEIVED THE SAME FLIGHT PLAN AND THEY FLEW THE ROUTES AND COLLIDED. SECONDARY CONTRIBUTIONS FOUND BY THE INVESTIGATION DETAILED (1) THE AIRCRAFT WERE SUPPOSED TO BE OFFSET BY ALTITUDE (50'), (2) THEY WERE SUPPOSED TO HAVE BEEN SEPARATED ON PARALLEL ROUTES, (3) THE VISUAL OBSERVERS (VO) FAILED TO ADEQUATELY DETERMINE THE HEIGHTS OF THE UAS PRIOR TO THE COLLISION, AND (4). THE VO'S FAILED TO ONLY PERFORM THEIR ONE TASK OF TRAFFIC SEPARATION. THE VO'S WERE MULTITASKING AND NOT MAINTAINING VISUAL CONTACT WITH THE UAS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
