## Probable cause

THE PILOT'S DECISION TO FLY AN AIRPLANE WITH KNOWN DEFICIENCIES. THIS RESULTED IN A PARTIAL LOSS OF ENGINE POWER, AND A GROUND COLLISION WITH A FIXED OBJECT.

## Sequence of events

In NTSB's coding before 2008 (https://www.ntsb.gov/GILS/Documents/codman.pdf).

- Loss of engine power(partial) - mech failure/malf, descent - emergency
  - procedures/directives - not followed, pilot in command (cause)
  - maintenance, annual inspection - not performed, pilot in command (cause)
  - judgment - poor, pilot in command (cause)
  - exhaust system,muffler - corroded
  - powerplant - failure,partial
- Forced landing, descent - emergency
- On ground/water collision with object, landing - roll
  - terrain condition - ground (cause)
  - terrain condition - fence (cause)

## Analysis

THE PILOT DEPARTED RUNWAY 36, VANDENBURG AIRPORT, TAMPA, FLORIDA, IN VFR CONDITIONS ON A VFR CLIMB. NO FLIGHT PLAN WAS FILED. THE AIRPLANE SUSTAINED A PARTIAL LOSS OF ENGINE POWER AT 300 FEET AGL. THE PILOT TURNED BACK TOWARDS THE AIRPORT. THE AIRPLANE WOULD NOT SUSTAIN POWERED FLIGHT. AN EMERGENCY LANDING WAS MADE TO A CLEARING. ON LANDING ROLL, THE AIRPLANE COLLIDED WITH A FENCE, SEPARATED THE NOSEWHEEL, AND THE AIRPLANE ROLLED OVER ON ITS BACK SUSTAINING SUBSTANTIAL DAMAGE. THE PILOT WAS NOT INJURED. INVESTIGAATION REVEALED, THE PILOT FLEW THE AIRPLANE WITH KNOWN DEFICIENCIES. THE EXHAUST SYSTEM WAS RUSTED OUT, AND THE AIRPLANE WOULD NOT PRODUCE FULL RATED HORSEPOWER. THE ANNUAL INSPECTION WAS OVERDUE 8 1/2 MONTHS.

## FAA reports on this event (1)

The FAA's own accident and incident reports, matched to the aircraft by N-number and date (OpenAirDocs).

- [Accident 19901005044379A](https://openairdocs.org/incident/19901005044379A), Oct 5, 1990: Cessna 150M, Tampa, FL, Substantial damage. Partial powerloss on climbout. Crash landed trying to return. Had known exhaust system leaks. Out of annual.

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.
