BULLETIN Aircraft Certification Service Washington, DC U.S. Department of Transportation Federal Aviation Administration No. CE-02-26 April 16, 2002 We post SAIBs on the internet at "av-info.faa.gov" This is information only. Recommendations are not mandatory.

Introduction This Special Airworthiness Information Bulletin (SAIB) alerts you, an owner or operator of the Vulcanair (Partenavia) P68 Series aircraft, that Vulcanair has issued Mandatory Service Bulletin (MSB) No. 109 dated November 23, 2001. This Service Bulletin is written to alert owners/operators that a check of the Fuel Selector Control is required. Several occurrences of faulty operation of the fuel selector control, P/N NOR7.289-10 (Secondo Mona P/N SM2546) have occurred. The faulty operation, caused by incorrect installation of Fuel Control Receiver on the supporting bracket, consists of a progressive increase in the force required to rotate the handle. This condition could lead to full stoppage of the Fuel Selector Control handle. The check is required to ensure freedom of movement of the fuel selector system. If necessary, the fuel selector control assembly support bracket must be modified per SB 109 on both the left hand and right hand wings.

Background The Italian Airworthiness Authority, Ente Nazionale per l’Aviazione Civile (ENAC), has issued Airworthiness Directive (AD) number RAI - AD 2002-112 dated February 12, 2002, mandating Vulcanair MSB No. 109 dated November 23, 2001 be accomplished within 15 flight hours after the effective date of the RAI AD, which is February 22, 2002.

Per the Vulcanair MSB No. 109 and the RAI AD, the P68 Observer 2 series aircraft with S/N 401 through 411 and P68C series aircraft with S/N 402 are effected.

Recommendation We highly recommend that you accomplish the actions of Vulcanair MSB No. 109 dated November 23, 2001 as soon as possible. We also request that operators submit results of these inspections to the Small Airplane Directorate (see point of contact below) for evaluation for possible AD action.
