BULLETIN Aircraft Certification Service Washington, DC U.S. Department of Transportation Federal Aviation Administration No. CE-03-19 January 22, 2003 We post SAIBs on the internet at "av-info.faa.gov" This is information only. Recommendations are not mandatory.

Introduction This Special Airworthiness Information Bulletin (SAIB) alerts you, an owner or operator of Pilatus Aircraft Ltd. PC-12 and PC-12/45 airplanes with Manufacturer Serial Numbers (MSN) listed below, that Pilatus has issued Service Bulletin (SB) 11-003, dated September 16, 2002. This service bulletin specifies that the two operational limitation placards be inspected and replaced if necessary.

Manufacturer Serial Numbers 101 103-120 122-165 167-175 178-289 291-333 335-341 345-380 382-410 413-435 437 438 440 443 448 Background The Federal Office for Civil Aviation (FOCA) of Switzerland has issued FOCA AD HB 2002-609, dated November 1, 2002, which specifies accomplishment of Pilatus SB 11-003 on Swiss-registered PC-12 and PC-12/45 airplanes with MSNs noted above. The FOCA AD has a compliance schedule of no later than December 31, 2002.

The FOCA AD and Pilatus service bulletin were written due to the possibility of some airplanes having operational limitation placards installed that do not show the airplane as approved for Instrument Flight Rules (IFR) operation, even though all affected airplanes are IFR-approved. In order to correct this condition, Pilatus SB 11-003 was written to provide instructions for examining the two installed operational limitation placards and replacing the placards if necessary.

Recommendation We are recommending, but not requiring, that owners/operators of Pilatus PC-12 and PC-12/45 airplanes accomplish the operational limitation placard examination and replacement (if necessary), as stated in Pilatus SB 11-003, dated September 16, 2002.
