FLAP WILL NOT GO DOWN WHEN SELECTED 17 DEGREES.  MEL'ED FLAP SYSTEM.  C/W MEL ON 9/15/2005 FOUND LOOSE GROUND, RESECURED, OPS CHECK GOOD.
