## Discrepancy

CAPTAINS ALTIMETER FLAGGED IN FLIGHT.  REMOVED AND REPLACED CAPTAINS ALTIMETER.  BENCH TEST OF ALTIMETER COULD NOT DUPLICATE THE FLAGGING DISCREPANCY BUT DID REVEAL THAT THE ENCODER WAS NOT FUNCTIONING.  (M)
