## Discrepancy

ENGINE LOST POWER,  THEN QUIT,  DURING TAKEOFF CLIMB.  AIRCRAFT MADE OFF AIRPORT LANDING.  INVESTIGATION FOUND WATER IN THE RIGHT HAND FUEL SUMP.  AIRCRAFT HAD BEEN PARKED OUTSIDE THROUGH HEAVY RAIN.
