ON TAKEOFF, THE NR 1 ENGINE STARTED TO SURGE.  MAINTENANCE REMOVED FUEL CONTROL, FOUND WATER IN THE P1 BELLOWS REMOVED WATER AND REINSTALLED FUEL CONTROL, OPS CHECK WAS GOOD.  (M)
