## Discrepancy

PILOT COMPLAINED OF A SEVERE ENGINE VIBRATION AND HOWLING NOISE EMANATING FROM THE ENGINE AREA, DURING ALL PHASES OF ENGINE OPERATION.  THE STARTER WAS REPLACED AND THE VIBRATION CEASED.  (K)
