ON TAXI OUT F/A REPORTED THE HALON FIRE EXTINGUISHER WAS EMPTY, ACFT RETURNED TO THE BLOCK WHERE MX ENTERED THE DISCREPANCY ON DMI IAW MEL 26-9 CAT "D" AC WAS DISPATCHED FOR FLIGHT.
