AFTER PUTTING THE LANDING GEAR DOWN THE CREW RECEIVED A BLUE CA MESSAGE "STEER BY WIRE OFF".  CREW ELLECTED TO CANCEL APPROACH AND TROUBLESHOOT USING CHECKLIST.  ACFT LANDED SAFELTY AND MX TROUBLESHOT AND CHANGED NLG DOWN AND LOCK SWITCH.
