WHILE TAXIING OUT TO RUNWAY, PILOT REPORTED LEFT HAND BRAKES OUT / INTERMITTENT. THE PILOT TAXIED BACK TO THE RAMP, SHUT DOWN AND REPORTED THE INCIDENT TO MAINTENANCE AND OPERATIONS.
