DURING CLIMBOUT AT 6,000 FT THE CREW SMELLED AND WITNESSED SMOKE COMING FROM THE F/O TCAS, EMERGENCY DECLARED, RETURNED.   REPLACED CONTROL HEAD, OPS CHECKED GOOD. FUNCTIONAL CHECK FLIGHT NORMAL.
