REPORT:  DURING SCHEDULED ROUTINE INSPECTION DICOVERED RIGHT AFT EMERGENCY EXIT OUTER LATCH HANDLE CATCH WILL NOT SPRING OPEN.  LUBRICATED RIGHT AFT EXIT OUTER DOOR HANDLE AND LATCH MECHANISM.
