REMOVED GOVERNOR FOR ENGINE SURGING.  TESTED AS RECEIVED.  FAILED TEST POINT 4.020-4.050. INSPECTED AND FOUND BEARING NOT INSTALLED ON CAM FOLLOWER LEVER.
