## Discrepancy

DURING TAKEOFF, AT APPROX 25 FT AGL, ACFT LOST ENGINE POWER.  PILOT EXECUTED AUTOROTATIONAL LANDING.  ACFT TOUCHED DOWN LEVEL ON BOTH SKIDS AFTER WHICH PILOT INITIATED ENGINE SHUTDOWN PROCEDURE.
