## Discrepancy

COUNTERWEIGHTS ON PROPELLER BLADES SLIPPING.  AIR CREW NOTICED INSTRUMENT'S VIBRATION DURING FLIGHT.  ON GROUND, MAINTENANCE CREW COULD NOT BALANCE PROPELLER.  NOTICED COUNTERWEIGHTS HAD SLIPPED OUT OF ORIGINAL POSITION.
