PHN/BWI - FLT 3260 - DURING PRE-FLIGHT WALK-AROUND, FOUND NUMEROUS INTERIOR AND EXTERIOR EMERGENCY LIGHTS INOP.  REMOVED AND REPLACED THE EMERGENCY BATTERY PACKS AT LOCATIONS PS6 AND PS3.
