CREW BELIEVED TAIL TKS ANTI-ICE SYSTEM NOT OPERATING PROPERLY.  FOUND RIGHT INBOARD HORIZONTAL TAIL TKS PANEL DRY.  FOUND TKS PROPORTIONING UNIT DEFECTIVE.  INTERNAL BLOCKAGE SUSPECT CAUSE OF DEFECT.
