INSPECTION FOUND CRACKED UPPER RUDDER HINGE AT SPAR WEB AND ALL DOUBLERS.  RIB ALSO BROKEN.  SUBMITTER STATED RUDDER SPAR BEEF-UP NECESSARY TO PREVENT CRACKING.
