SURGING OF LEFT ENGINE DURING FLIGHT.  PROP GOVERNOR, POSSIBLE FAILURE.  REPLACED PROP GOVERNOR AND TESTED OVERSPEED SYSTEM, FOUND OVERSPEED FUNCTIONS PROPERLY AND LIMITS WERE NOT EXCEEDED DURING FLIGHT.
