FOUND LOOSE TORQUE SENSING FITTING WHILE PERFORMING ANNUAL INSPECTION.  CLOSE INSPECTION OF TUBE ASSY SHOWED FLARED FITTING NOT WELDED TO TUBE ASSY.  TUBE ASSY INSTALLED IAW P & W SB NR 14185.
