RIGHT ENGINE SURGE, ABORTED TAKEOFF.  REMOVED AND REPLACED PROP GOVERNOR.  GROUND RUN-UP AND OPERATIONAL CHECK NORMAL OPERATION.  NTS TEST FLIGHT COMPLETE AND NORMAL SYSTEM OPERATION.
