FLAPS WOULD NOT RETRACT FULLY.  FOUND RIGHT FLAP INBOARD TRACK FORWARD LOWER ATTACH POINT RIVETS SHEARED.  FLAP WELD SKIN TO BRACKET ATTACH POINTS ALSO CRACKED.  LEFT FLAP INBOARD TRACK REPLACED PREVIOUS YEAR.  AIRCRAFT OPERATED FULL TIME ON 3730 AMPHIBIAN FLOATS.
