PILOT REPORTED AIRCRAFT HAD NO HEAT.  TROUBLESHOT E.C.S. SYSTEM.  FOUND HEAT VALVE INOPERABLE.  WOULD NOT OPERATE IN AUTO OR MANUAL MODES.  REPLACED VALVES.  OPS CHECKED GOOD.
