DURING CRUISE AT FL100 ENCOUNTERED FLAP PROBLEM.  AIR TURN BACK.  MAINTENANCE FOUND THE NR 5 LEADING EDGE ACTUATOR FROZEN.  MAINTENANCE REPLACED ACTUATOR AND OPS CHECKED GOOD.  (M)
