PILOTS ATTEMPTED START AND START HUNG AT 16%. SAW ITT RISE HOWEVER ENGINE WOULD NOT ACCELERATE. REMOVED EEC AND INSTALLED ON LT ENGINE PROBLEM FOLLOWED.
