ELECTRICAL BURNING ODOR IN CABIN, POWERED AIRCRAFT DOWN.  FOUND CEILING LIGHT BALLAST ABOVE ROW 11AC DISCOLORED.   DISCCONNECTED THE BALLAST IAW AMM 33-21-10.
