DURING CRUISE AT FL 320,  RECEVED A STEERING INOPERATIVE CAUTION MESSAGE. COMPLIED WITH QRH. MESSAGE PERSISTED. DECLARED EMERGENCY.  REPLACED THE LT NWS RVDT IAW 15-177A, CHECKED GOOD AFTER TAXI TEST.
