## Discrepancy

DURING CRUISE FLIGHT, THE FLIGHT CREW RECEIVED A FLAPS FAIL CAUTION MESSAGE WITH FLAPS AT ZERO DEGREES. THE CREW COORDINATED WITH DISPATCH, DECLARED AN EMERGENCY AND LANDED IN IAD WITHOUT FURTHER INCIDENT. FLAP RESET ATTEMPT WAS NOT SUCCESSFUL.
