AIRCRAFT FLUTTERS AT AIRSPEED ABOVE 280KIAS. EXPERIENCED FLUTTER IN AIRFRAME ON CLIMB THROUGH 10000FT.  FLUTTER DISAPPEARED AFTER LEVELING OFF AND SLOWING BELOW 250KIAS AT 14,000FT.
