PHX - CREW REPORTED TAIL COMPARTMENT TEMPERATURE HIGH LIGHT ILLUMUNATED.  ACCOMPLISHED QRH PROCEDURES.  EMERGENCY DECLARED FLIGHT RETURNED PHX LANDED WITHOUT INCIDENT.  AIRCRAFT REMOVED FROM SERVICE.  REPLACED BOTH TEMPERATURE SWITCHES AND SEALS ON AUXILIARY POWER UNIT COOLING DUCT.  SYSTEM, GROUND CHECK NORMAL OPERATION.
