## Discrepancy

CREW REPORTED CENTER SYSTEM HYDRAULICS QUANTITY LOSS.  EMERGENCY DECLARED, FLIGHT RETURNED, LANDED WITHOUT INCIDENT.  ACFT REMOVED FROM SERVICE.  REPLACED UPPER RUDDER PCU THAT WAS LEAKING.  SYSTEM GROUND CHECK NORMAL OPERATION.
