SMOKE ODOR IN CABIN & COCKPIT.  EMERGENCY DECLARED FLIGHT DIVERTED DEN LANDED WITHOUT INCIDENT.  ACCOMPLISHED CABIN ODOR CARD 21-96-01.  REPLACED BOTH WATER SEPARATOR BAGS & ACCOMPLISHED HIGH POWER ENGINE RUN WITH NO ODOR NOTED.  SYSTEM GROUND CHECKED NORMAL.
