ORD CREW REPORTED DC BUS OFF LIGHT ILLUMINATED.  EMERGENCY DECLARED FLIGHT RETURNED ORD LANDED WITHOUT INCIDENT.  AIRCRAFT REMOVED FROM SERVICE.  REPLACED RELAYS R2-21 & R2-326.  SYSTEM GROUND CHECKED NORMAL OPERATION CLOSED.
