ELP INFLIGHT DFW-SAN CREW REPORTED UNWANTED FUEL TRANSFER IN FLIGHT.  EMERGENCY DECLARED FLIGHT DIVERTED ELP LANDED WITHOUT INCIDENT.  AIRCRAFT REMOVED FROM SERVICE.  PERFORMED CHECK VLV FLUSH PROCEDURE.  OPERATED PUMPS & NO TRANSFER NOTED.  SYS GND CHECKED NORMAL OPERATION CLOSED.
