PRESSURIZATION PROBLEMS.  EMER DECLARED FLIGHT RETURNED & LANDED WITHOUT INCIDENT.  ACFT REMOVED FROM SERVICE.  REPLACED OUTFLOW VLV ACTUATOR.  SYS GND CHECKED NORMAL OPERATION CLOSED.
