AIRCRAFT WAS NOT GNDED.  OPERATION TEST OF EMER LIGHT TEST FAILED.  LIGHTS INOPERATIVE AT SEATS 9L, 9R, 11L, 11R & OVERHEAD 14R.  REF JC 26L00005005 STEP 14.
