HYDRAULIC SERVICE PANEL 197CB ON ACFT LT CAME OPEN IN FLIGHT ON ARRIVAL, CLOSED MANUALLY, THEN OPENED AGAIN ON ARRIVAL.  REPLACED LATCH ON HYD SERVICE PANEL 197CB IAW AMM 52-42-22.
