AIRCRAFT PRESSURIZATION TOO LOW ON FINAL APPROACH, RESULTING IN RAPID PRESSURE CHANGE AFTER TOUCHDOWN (VERY RAPID--6800FPM).  AIRCRAFT WAS GROUNDED.  MAINTENANCE FOUND OUTFLOW VALVE 10HL BLOCKED AND REPLACED OUTFLOW VALVE PER MM 21-31-51.
