DIVERTED DUE TO ALL OF THE TOILETS WOULD NOT FLUSH. EMERGENCY DECLARED. LANDED WITHOUT INCIDENT. THE AIRCRAFT WAS GROUNDED.   CLEANED AND UNCLOGGED IAW AMM 38-31-00. OPS CHECKED NORMAL. OK FOR SERVICE.
