## Discrepancy

AIRCRAFT WAS NOT GROUNDED.  RIGHT WING OUTER TANK WON`T FILL WITH FUEL. TRANSFER VALVE STUCK OPEN HALFWAY.  REPLACED TRANSFER VALVE ACTUATOR 12QP AND ACCOMPLISHED A SATISFACTORY OPERATIONAL CHECK, PER AMM 28-15-51.
