AIRCRAFT WAS NOT GROUNDED: SPEED BRAKE WOULD NOT ARM FOR LANDING. NO LIGHTS. DOES NOT DEPLOY ON LANDING. AUTO SPEED BRAKE CIRCUIT BREAKER FOUND OPEN.  RESET CIRCUIT BREAKER AND OPERATIONAL CHECK PREFORMED PER AMM 27-67-00.
