AIRCRAFT WAS NOT GROUNDED: GROUND CREW SPOTTED SAFETY STRAP ON 2L DOOR STICKING OUT ON WALK AROUND. FOUND BUSTLE COVER STRAP HANGING DOWN , RE POSITIONED  STRAP ON BUSTLE AS REQUIRED DOOR OPERATES PROPERLY.
