AIRCRAFT WAS GROUNDED: SLATS JAMMED WOULD NOT LOWER. FLAPS OPERATED NORMALLY, "F/CTL SLATS FAULT".   REPLACED #9 SLAT ACTUATOR PER AMM 27-84-49.
